Car Crash Phoenix Arizona in Phoenix, Arizona: Devin Alford, 34, died after Phoenix police officers handcuffed him during a response to an injured person call near 44th Street and Thomas Road. Officers were told a man was acting erratically, rolling on the ground, and hurting himself; they handcuffed him to prevent further self-harm. Officers later removed the handcuffs and attempted life-saving measures before the Phoenix Fire Department transported Alford to a hospital, where he was pronounced dead.
