Pahira was conducting a routine commercial vehicle inspection on the highway shoulder and speaking with the driver of a parked tractor-trailer when a second commercial truck veered off the southbound lanes, slammed into his patrol pickup, pushed the inspected rig off the roadway, and struck Pahira, dragging him beneath the vehicle as it burst into flames.
