A deputy operating Marine 3, a 21-foot patrol vessel, was not wearing a kill switch and fell overboard, sending his boat spinning unmanned. Deputies in a second patrol vessel, Marine 2, attempted to bring the runaway boat under control, but the two vessels collided.
