Hit And Run Virginia Today in Virginia: A 17-year-old boy and Edenilson Chen-Martinez, 21, both of Henrico County, were charged in connection with a hit-and-run crash around 3:45 a.m. Sunday near Nine Mile Road and Echo Avenue in Henrico County, not far from the Richmond-Henrico line. Larry Wilkerson, 65, of Henrico County, was killed while operating a motorized wheelchair. The teen was charged with felony hit-and-run and driving without a license, while Chen-Martinez was charged with felony hit-and-run and contributing to the delinquency of a minor. Both were taken into custody Monday.
