Dui Crash Ottumwa Iowa in Ottumwa, Iowa: A 19-year-old Ottumwa teenager, Soiji Albert, was charged with Operating While Under the Influence – First Offense after police say he crashed into a legally parked vehicle early Sunday morning. Officers with the Ottumwa Police Department responded to the 1100 block of North Court Street at approximately 2:24 a.m. on June 29 for a reported vehicle accident. Court documents allege Albert was driving on a public roadway when he struck the parked vehicle.
