Assault Rockland Maine in Rockland, Maine: Nicholas Wallace, 37, was charged with criminal threatening, terrorizing, disorderly conduct, assault and criminal use of disabling chemicals after allegedly pepper-spraying Rockland City Councilor Penny York about 10 a.m. over the weekend. According to police and the Villager, Wallace stood over York and sprayed her as she lay on the ground. Wallace was taken to Two Bridges Regional Jail in Wiscasset, where he remained Monday morning.
