According to testimony, Skaggs was driving a black Cadillac Escalade SUV on a two-lane road in the Fairacres community when it struck a bicyclist, identified as Brown, who suffered severe injuries including a compound leg fracture and died at the scene. A witness photographed a woman exiting the SUV, walking around the scene, and driving away; deputies used OnStar GPS data to locate the vehicle at an unoccupied property owned by Skaggs a few miles away, where the key fob remained inside and the SUV showed front-end damage consistent with the crash.
