Bicycle Crash Las Cruces New Mexico in Las Cruces, New Mexico: Kimberly Ann Skaggs, 54, treasurer of the Republican Party of New Mexico, was charged in Doña Ana County Magistrate Court with leaving the scene of an accident involving great bodily harm or death and tampering with evidence. According to court records, Skaggs is accused of driving the vehicle that struck bicyclist Andrew R. Brown, 40, on June 22 near Las Cruces and failing to stop or return to the scene. The complaint also states she hid her vehicle on vacant property in Las Cruces.
