Pedestrian Hit Groton Connecticut in Groton, Connecticut: Connecticut State Police arrested Julio Osario Santos, 51, on charges including operating under the influence, negligent pedestrian, and improperly parking on a highway after an investigation into a February crash on Interstate 95 South near Exit 88 in Groton. According to the warrant affidavit, Osario Santos allegedly parked his 1998 Toyota Corolla in a travel lane to urinate and was outside the vehicle when it was struck by a Chevrolet Malibu driven by off-duty Town of Groton Police officer Richard Savino, 44. Troopers found Osario Santos lying in the road being tended to by medics; Savino did not report any injuries.
