The California Highway Patrol reported the crash around 10:18 a.m., saying the victim was riding westbound while pulling a shopping cart used as a trailer when an unknown westbound vehicle struck the bicyclist and the two dogs before fleeing the scene. Paramedics pronounced the bicyclist dead at 10:27 a.m., and the medical examiner estimated the victim had been dead for four to 12 hours before officers arrived.
