Shooting Wilmington Delaware in Wilmington, Delaware: Wilmington, Delaware police officers patrolling the area of 24th and Jessup Streets encountered a large crowd and reported seeing 19-year-old Kadir Skinner come out of a home carrying a gun pointed toward the crowd. Police said Skinner ran away and an officer shot him. Family members and witnesses dispute the police account, alleging Skinner was unarmed, was running from a dog, and was shot in the back three times. Family members say Skinner was handcuffed and placed in a police car rather than an ambulance after being shot, and his mother was working at the hospital when the trauma call came in. The Wilmington Police chief declined to comment.
