Bicycle Crash Las Cruces New Mexico in Las Cruces, New Mexico: Kimberly Skaggs, 54, treasurer for the Republican Party of New Mexico, was arrested and charged with leaving the scene of an accident and tampering with evidence in connection with a fatal hit-and-run crash in Las Cruces, New Mexico. According to the Doña Ana County Sheriff's Office, deputies responded to the scene around 2:46 p.m., where 40-year-old Andrew Brown told deputies he had been riding his bicycle across the road when he was struck by a northbound vehicle before dying. A witness photographed the suspect, a black Cadillac Escalade with a 'Support the Troops' bumper sticker, and its license plate, and deputies later matched a bicycle tread pattern on the vehicle's bumper to the crash.
