Hit And Run Early Morning Hit-And-Run South Carolina in early morning hit-and-run, South Carolina: A 19-year-old contract utility worker was killed and another worker was critically injured in an early morning hit-and-run collision in a work zone on Rutland Drive in Aiken, South Carolina, around 5:34 a.m. Friday. The driver fled the scene, and 39-year-old Charles Blase Engasser of Aiken later turned himself in to the Aiken Department of Public Safety and was booked into the Aiken County Detention Center on a charge of hit-and-run involving a fatality. The fatally injured worker, Billy Norris of Chesnee, South Carolina, was pronounced dead at the scene from blunt force trauma; the second worker was transported as a trauma alert to Wellstar MCG Health in Augusta.
