Police responded to the 2000 block of North McColl Road at around 1 a.m. and determined Moreno was traveling southbound in the center turning lane when he was struck from behind by a vehicle that fled the scene. At around 5 a.m., the parents of four 16-year-old juveniles arrived at the Edinburg Police Department to report the accident; the suspect vehicle was identified as a 2014 Dodge Caravan.
