Bicycle Crash Las Cruces New Mexico in Las Cruces, New Mexico: Kimberly Ann Skaggs, 54, identified in court filings as treasurer of the Republican Party of New Mexico, was charged in Doña Ana County Magistrate Court with leaving the scene of an accident involving great bodily harm or death and tampering with evidence. According to a criminal complaint, Skaggs drove a vehicle involved in a crash on June 22 that killed bicyclist Andrew R. near 850 N. Fairacres Road in Las Cruces. A witness saw a woman walking around the crash scene, photographed the driver leaving, and provided the photos to investigators.
