Pedestrian Hit Las Cruces New Mexico in Las Cruces, New Mexico: Andrew Brown, 40, was struck and killed while crossing Fairacres Road by a vehicle traveling north. Kimberly Skaggs, 54, the New Mexico Republican Party treasurer, was charged with leaving the scene of an accident resulting in death and tampering with evidence. Doña Ana County Sheriff's deputies responded to the hit-and-run crash Monday afternoon in the Fairacres community west of Las Cruces; Brown was pronounced dead at the scene. Surveillance cameras and a local business helped identify the vehicle, which was tracked to a property owned by Skaggs.
