Hit And Run Stuart Florida in Stuart, Florida: Eliuvar Garza, 24, of Stuart, Florida, slammed into a large pipe at the Hobe Sound/Osprey Water Plant around 9 p.m., causing significant water service and pressure disruptions for many Hobe Sound residents. A nearby resident heard the crash and saw Garza sitting outside the damaged area repeating "I messed up" before running from the scene.
