According to police, Babbs was driving an SUV at a high rate of speed, ran a red light, went over a concrete median, and struck a northbound dump truck that was turning west onto Refugee Road. The dump truck driver told police he had a green arrow when he began to turn. Police said the cause remains unclear and the crash is under investigation.
