Drowning California Today in California: A 12-year-old boy drowned after a dog attack in Kern County, California. Police said three dogs attacked the boy and a girl at a park lake; the boy was found at the bottom of the lake and later died at the hospital, while the girl suffered serious but non-life-threatening bite injuries. Kenneth Dobbins was taken into custody in Lancaster on an arrest warrant charging him with involuntary manslaughter and being a negligent owner of a mischievous animal causing serious bodily injury and/or death, after investigators identified him as the possible owner of the three dogs responsible for the attack.
