Officers responding to the scene found the boy at the bottom of a lake and a girl with serious but non-life-threatening bite injuries; the boy was taken to the hospital, where he died. Kenneth Dobbins was taken into custody on Thursday in Lancaster after a tip, and police secured an arrest warrant charging him with involuntary manslaughter and negligent owner of a mischievous animal causing serious bodily injury and/or death. One of his three dogs was seized in Los Angeles County.
