Car Crash Rochester Minnesota in Rochester, Minnesota: Former Minnesota State Trooper Shane Roper, 34, of Hayfield, is accused of causing a multi-vehicle crash in May 2024 at the entrance to Apache Mall in Rochester that killed 18-year-old Olivia Flores, an Owatonna high school student. According to the charges, Roper was speeding at more than 80 mph in his State Patrol squad car without emergency lights activated when the collision occurred. The crash also injured five other people, including Roper. Roper faces felony charges of second-degree manslaughter, criminal vehicular homicide, and criminal vehicular operation in Olmsted County Court.
